Platform purpose

The Open Innovation platform was designed with the purpose of offering innovation operators a space for dialogue and sharing knowledge, to define collaborative projects, facilitate the creation of partnership programmes and access to networks, services and international platforms having a purpose being consistent with the above goals, promote dialogue among regional stakeholders and the recipients of research, innovation and competitiveness support policy, fostering a steady co-operation with local communities in defining regional support policy and tools.

 

Content and use of the platform

The platform may publish news, discussion notices, collaboration proposals, all falling under the scope of the initiative, that is, promoting dialogue and facilitating the aggregation of skills around the issues of regional smart specialisation within the areas of research and innovation. Any activities targeted at promoting purely commercial initiatives, meant as the provision of a service for a price, shall not be allowed.

 

Moderation

There is no advance moderation on the Open Innovation platform: everyone can take part to express their own opinion, following the rules of politeness and respect for others. User comments and posts represent the opinion of individuals and the Lombardy Region cannot be held responsible for what is posted by third parties.

Comments and posts that violate the conditions set out in this document will be removed. Insults, foul language, threats or attitudes that undermine people's dignity and the dignity of institutions, the rights of minorities and minors, or the principles of freedom and equality will not be tolerated. The following in particular will be removed:

Content that promotes, encourages or perpetuates discrimination based on sex, race, language, religion, political opinions, faith, civil status, status in relation to public assistance, nationality, physical or mental disability or sexual orientation

  • Spam, advertisements and promotions of personal activities (blogs, private sites, etc.) will be immediately removed.
  • Conducting or encouraging illegal activity; information that may lead to personal safety or public systems being compromised.
  • Content that violates the interest of legal property or third parties.
  • Comments or posts that present sensitive data in violation of the Privacy Law and other personal data belonging to third parties that has not been properly authorised. 
  • Comments posted repeatedly.

Comments or content of the following types are also discouraged and subject to moderation:

  • Off topic: comments that are not relevant to a particular published topic.
  • Reports of poor service: suggestions and complaints can be submitted by accessing the Technical Support Request page.
  • Comments and posts written with offensive language, designed to disturb the discussion or offend those who manage and moderate the discussions within the Platform.

For those who repeatedly violate these conditions, the moderators reserve the right to ban or block them to prevent further interventions and to notify the platform managers, and possibly law enforcement, about the user.

 

Privacy

The processing of users' personal data on the platform is governed by the terms of service that each user accepts when registering. For more details, see the Privacy Policy.

The social media management methods used by the Lombardy Region's Open Innovation platform are described here. The institutional channels are managed by the Open Innovation editorial staff with the coordination of the Lombardy Region Communications Department.

 

Content

The Open Innovation social media channels (Facebook, Linkedin and Twitter) are constantly updated with the posting of the following content: innovation stories, useful information and updates on regional Research and Innovation policies, announcements, events, opportunities. The Open Innovation social channels publish textual content, photographs, infographics, videos and other multimedia materials owned by the Organisation and/or under the Creative Commons CC BYND 3.0 licence: they can therefore be freely reproduced and must always be attributed to the author.

 

Moderation

Open Innovation Lombardia's social media channels are moderated from Monday to Friday, from 8.30 am to 6.30 pm. On Saturdays, public holidays and evening hours they will only be moderated during particularly important initiatives and events.

Open Innovation calls for a polite, relevant and respectful conversation. The moderators will not respond to comments that are inappropriate or concern statements by political persons or their choices. Moreover, they will not respond to public comments or private messages that violate the principles and rules expressed in this social media policy. Comments and posts that violate the conditions set out in this document will be removed. The moderators reserve the right to remove any content that is deemed to violate this social media policy or any applicable law. For those who violate these conditions or those contained in the policy of the instruments adopted, the moderators also reserve the right to ban or block them to prevent further interventions and to notify the platform managers, and possibly law enforcement, about the user.

 

Privacy

The processing of users' personal data within the social media platforms is governed by the terms of service that each user accepts when registering on the platforms. The management of Open Innovation social media accounts is carried out in compliance with Law 196/03 on the protection of personal data. If a user sends personal data with private messages through a social media platform, these data will be processed in compliance with current legislation.

If a user publishes personal or third-party personal data, especially if it is sensitive, or takes part in other forms of privacy violation, for example referring to information, personal facts or other elements that could allow the identification of persons, the content may be subjected to moderation and, if necessary, removed without notice.
